However, China's approach is far from perfect, with many programs remaining underfunded and uneven implementation. The United States, on the other hand, lacks a consistent national strategy and has failed to recognize the negative financial consequences of extreme weather. The Trump administration has even dismissed the idea of climate risk, leading to a lack of progress in adaptation efforts. The economic and technological competition between China and the United States will be significantly influenced by their ability to adapt to climate change. China's state-led planning, large-scale infrastructure investment, and capable grids and power companies give it an advantage in this area. However, the United States must also prioritize adaptation to protect its infrastructure and economic assets, as it risks falling behind in emerging industries and becoming less competitive. Climate adaptation presents an economic opportunity, and China is better positioned to take advantage of it. The country's dominance in clean energy industries and its ability to produce adaptation technologies at scale will give it trade advantages and new manufacturing and job opportunities.
